V1 — One smart button: the row always tells you the next step

• The Action column has exactly one primary button and its label is the workflow: Claim → Fulfill → (if a replacement starts) Send to buyer for approval → Buyer approved → Fulfill replacement.
• Buyer approval lives inside the replacement flow. You can only reach it by starting a replacement — which is what reveals the sale price. The dots under the status show where the replacement stands.
• Exceptions are one small link: "Can't fulfill?" under the button offers Start replacement / Report issue / Release / Reassign. Nothing else competes for attention.
• Tradeoff: least clutter and zero training needed, but secondary actions take two clicks.
